In a ruling that could have significant ramifications for the FCC and broadcast television ownership groups, the U.S. Court of Appeals for the Eighth Circuit in St. Louis has ruled that the FCC “arbitrarily and capriciously retained” its Top-Four Prohibition portion of of its television ownership rules and improperly tightened it.Please visit
