FCC Actions
The FCC has issued a draft rulemaking seeking to codify certain rules about foreign ownership of licensees.
Among the changes the commission is seeking comments are defining to define a controlling US parent as “the first controlling entity organized in the United States that is above the licensee(s) in the vertical chain of control and does not itself hold a license subject to [S]ection 310(b)”, amend the foreign ownership rules to conform with the “policy and practice” that trustees must be disclosed under the Commission’s rules governing attributable interests and specific approval, “codifying a requirement that any amendments to a pending petition for declaratory ruling must be filed as a complete restatement of the initial petition”, as well as how to process applications during the remedial process, “whether the Commission should grant the licensee new authorizations or allow a licensee to dispose of certain authorizations while the petition for declaratory ruling is pending”, and comments on how to incorporate foreign ownership rules into the ownership structures of LPFM and non-commercial stations.

An Order To Pay or Show Cause was issued to Pedro Arce’s Regional Mexican “La Pantera 940” WCND Shelbyville KY for failing to pay regulatory fees from 2013 to 2016 and again in 2022 and 2023. Arce currently owes $9,261.41 plus growing interest
Pirate Actions
Notices of Illegal Pirate Radio Broadcasting were issued to a pair of owners for pirate stations emanating from their properties. Devaney Realty Holdings LLC was noted for a signal operating on 103.9 in Worcester MA. Z and N Enterprises Corporation received its for a station on 88.7 in Brooklyn NY.
License Cancellations
Saga Communications has turned in the license for 1600 WLZX East Longmeadow MA. The station had most recently been used to feed Rock “Lazer 98.5” W253CD East Longmeadow, which is now fed by 102.1 WAQY-HD2 Springfield.
After being silent for over one year, the FCC has cancelled the licenses of High Plains Radio Network’s 1450 KVBV Buena Vista CO and 1570 KTAT Frederick OK.
